This is not abuse, as long as he is not a multi, it's fine. He has the right to do that.

If relics are indeed placed randomly as so often professed then anyone could place at the end, irrespective of how hard they worked or how long they had played.

I think the admin has told very clear when the relics are out in the new era announcement, it's ur fault for not to read that.
Admins have their own rights to decide when to launch the relics (as well as the time needed for the 10-relic holder to win), as long as the time is said clearly. He can launch in the beginning of the game with heavily armed or launch all at once, or launch one by one in every 100 ticks, etc. Depends on when and how he launch the relics, u have different tactics for the game.
For admin to launch the last relics at the end of eras, it'll mean fast and big wars will have to take place to capture all relics and hold it for a specific amount of time. Find a way to overcome a difficulty, that's strategy.
