If I got it well, the order would be:
1) Upgrade
2) Chasis
3) HP
4) Weapon
So the infantry goes first (it wins in "Upgrade" that is more than "Chasis").
Edit: Change of hypothesis!!
They just killed me some ranged tanks before, armour and dmg inftry and vehicles, so by now the equation goes:
1) Chasis
2) Upgrade
3) HP
4) Weapon

Now it comes to me another question (from the guide). It says that concussive/beam/explosive "are stronger" against infantry/vehicles/tanks.
Is that true or is it only that they are targeted first?
I ask that because I made some calculations on a battle and I can really see the 25% bonus in "infty vs. vehicle" and "vehicle vs. tank", but everything is coherent with "no bonus for concussive/beam/explosive vs. infty/vehicles/tanks".
That would also be reasonable... if you are targeting them first you already have a good advantage in killing that kind of unit, and adding bonuses would just make the mechanics more obscure...
