The matchmaking isn't broken.
Whenever you search for an opponent, it will search first on your level, then +1/-1 ... till +4 / -4
When you are online on a time with no many other player on your level are online, you can get matched to such levels.

also if you are a better player and win alot, it will match you up with tougher opponents
