U said everyone use the same weapon, then complain that it's a pay to win game...
Where is it a pay to win?
And about the turns, it's obvious that those with lower level, not having the level advantage, ahould go first. If they win, cuz they are better than u, easy enough

It takes strategy to do well and having faced some of the top tier players I can say there is variation in weapons. You have a few specialized builds but even those you can tweak to your liking. Another part of this strategy is don't just throw on the highest level gear you have. Tune your mech to a place where it is strong enough to win even if it goes second or make it so that you practically always go first.
