Say someone has put themselves into vacation mode (non-donater), and he still hasn't logged in for 3 weeks. Does he get kicked out of vacation mode, and then has to wait 500 ticks to get deleted, or does he get deleted after the 3 weeks?

Normaly they will be deleted without come back into game. If the person is conquered the conqerer gets an OP at the colony position.
