yes, both will reset ur control tick
but depends on the situation u're in, joining doesn't require control tick, while relocation does.
If u need to relocate as soon as possible, then it's better to relocate, then join on the spot.
however, this is only if you have a relocation OP ready to relocate right away, or else there will be chances that someone will attack ur OP, since it's a neutral, non-alliance OP. If you have time to wait, join then relocate after 72 ticks is the safe choice

if u r safe at ur location then join n relocate later..
otherwise relocate n join..
but mostly ppl relocates n joins.. except if the alliance u r joining is really powerful n no1 wants 2 mess with it..
