Actually, no it's not the same. If someone's computer goes down, then yes, they won't be able to log in and that would be frustrating, but it only stops a single individual from logging on. The issue when the server goes down is that EVERYONE is unable to log on and since even the admins don't know when the problem will be fixed, no estimate can be given. A player may have made moves because he knew he could be active for the next 4 hours. Then a server crash happens and 5 hours later, they reactivate the ticks. When the player who made moves can no longer be available and is 1 ETA from death and unable to respond in time as they originally intended.
Many players cannot commit all the time they want to the game. Instead, they pick and choose hours and hope their teammates can cover them while they are absent. When server crashes happen, that goes down the drain as you can't even pull your army back out from the frontlines. This can cause unwanted clashes on all sides and for everybody.
