What I don't understand is this...

double = 5000 ticks = ~3 months
single = 3500 ticks = ~5 months

why not make both server types the same 4 months long?

Yes some #1's fall somewhere in the round but not all and not all the time.

Making the rounds last longer will only put the #1 alliances that much further ahead than 2nd place.

In either case I think 4 months is more than enough for a #1 alliance to come out on top. Or is it a fact that a lot of players/alliances request the round to be extended?

Sometimes the top 2 alliances make a NAP though, so it will take all 3500 ticks/5000 ticks to win the round.

We can't have them last the same number of months, because then the double tick will run for twice as many ticks as the single. Which makes it incredibly difficult to balance the game so it can be fun and finish at one point, but still fun and last twice as long as that.

It only makes sense to have them staggered a bit.

The last E2 wasn't like that and neither is the current M1. Otherwise yeah, most worlds are just dominated by a single alliance.

Sadly, I joined around 2-3 rounds before the client transfer, and didn't get a chance to try the other earths, but I was on E7 with *A*(not A*A), GotP, and RGK... before you say anything about those alliances, I know full and well how badly they sucked, but there were good members hidden in there among the rubbish. Altera being the only one I can think of at the moment (same altera that's now named empirebattles), lol.
